Warrant issues one
license per action class. A license needs three things: a
Wilson-bounded hit-rate over enough graded outcomes, good
calibration (confidence
that matches reality), and a brain whose
fingerprint hasn't changed. Licenses are
revoked on a violated prediction and invalidated on model drift.
